If you search 22 Hornet under load data you will find a ton of info on the question you posed.

My personal favourite 12.6 grains of Lil'Gun, Privi or WW brass, 40 grain Vmax, with a Fed small pistol primer, no crimp. Have used this load in a couple of dozen Hornets. All shot it under an inch. Velocity ranges from 2800, to 3100 fps depending on which gun. Brass is only ever partially neck sized with a neck die.

Be careful using other folks data as case capacities vary tremendously with the 22 hornet. I know some advocate 13-14 gr Lil'gun when I can't even get 13 in a Win case. RP cases are known to hold more powder. Start low and work up in your rifle, as is the norm.

Yes, Your, rifle is going to be different from every other one. So, you need to work up a load for YOUR rifle from a listing of reloading data and with what powder/bullets you have on hand.
There is no shortcut to being safe and sane in reloading, again, for YOUR rifle. :)

I have a one pound container of Lil' Gun, but so far have not used it. Frankly, aftera lot of reports on it over the years, it kind of skeers me.

My go to is-
Win case
Fed small pistol primer
13.2 lil gun, a full case
40 Berger HP
Anschutz 1730 heavy barrel

Plastic tip bullets are to long to fit in the magazine of my Anschutz, so I use the Berger HP.
I don't recall the velocity
It’s a 3/4” five shot 100 yard load
And a prairie dogs nightmare
I’ve used this load for 20 plus years, and decided on it after lots of experimentation with other components.
And I substitute with a plastic tip bullet in my 1885 single shot, with everything else un changed.

I have burned over 80 pounds of Lil'Gun in 17H, 22 H, 221 FB. That is A LOT of shooting when you figure max load even in a 221 is only 17 grains. Not once in all that shooting have I ever had any issue with the powder. In terms of the 22H you can't get enough powder in the case to cause an over pressure load, and this is direct from Hodgdon, (you can in the 17H or 221 FB so don't try to apply that to all uses). The only issue you might have is if you under load the case, as in below min published, but that is true for any small case and many kinds of powder. Small cases do not react well to low charges of powder. It is a bit like under loading a 7 RUM, bad idea.

I haven't gone through 80 pounds of it, but likely 20 pounds or more & only in the .22 Hornet CZ's and .17AH.
A pound goes fairly well when using RP brass for .22 - 14.0 to 14.4gr. and 40gr. bullets.
13.8gr. LG with 45gr. bullets and 13.0gr. with 50gr. SX Hornady's.
With WW brass in the .22, I used 13.0gr. and 13.5gr. LG.with 40gr. HP's and 40gr. Vmax.

The .17AH uses 10.2gr. to 10.4gr. LG with 20gr. Vmaxs & 10.2gr. with 25gr. Vmaxs.

I have never had an issue with this powder, in these ctgs. and brass & CZ rifles.
100 meter accuracy from .157" to .224" for 3 shot groups and .250" to .350" for 5shot groups.
Same with the .17's, except best group was .187".
I did find, with the .17 AH, I could make a 5 shot group of .375" at 100 meters and have paper between each hole
but generally not.
