Another option is the Armscor 40gr JHP. This bullet has an exposed lead tip. It’s quite accurate for me and very inexpensive when available.

Not sure what velocity number you’re working towards in the 221 but I bought some of these 50 SPSX to use in my blue dot loads in the 223 and they do not expand for me at the 1300 FPS that I load...
