Not going to be optimum for velocity, but IMR 7383 Spotter round powder was formulated to minimize flash. I shoot it in my 14" 30-40 AI Contender barrel and the flash is quite modest.

Nosler LRAB are designed to expand down to 1300 fps according to the manufacturer.
The 7mm LRAB might be a bullet to explore for her rifle.

I'll dig out some WW and R-P 7.62x39...
