Is the Outside diameter of a loaded round with Norma brass the same size as the Remington brand for the 17 Remington? My loaded brass with the Remington brand measures .1925 to .1930

My 17 encore is not shooting well at all. I noticed after firing, i could not insert a bullet into the fired case neck on about 70% of all the cases fired.

This made me wonder if the case necks...

I read somewhere recently that 204 brass can be passed thru a 17rem full length die and presto instant 17 rem. Is it really that easy, same shoulder angle, no triming, ect?
