A couple things to try, put some Hornady die lube on a q-tip and lube the inside of the neck or use Imperial dry neck lube to the inside of the neck and then seat a bullet. This may help but if you still get the ring, it's too much neck tension. Pull the bullet, resize and seat a bullet dry and see if you still get the ring.
