For me the price of powder/primer is also a factor, so when fire-forming I just load a bullet and use a forming load. It might not be full power but it will get the job done and I end up with a formed case. I have some respectable scores from matches shot with forming loads.

For the price in components of forming a bunch of brass, I would look into getting a hydro-die. These work well in most situations and save you components, wear on match barrels, trips to the range, etc...
