Here is my load data using a 17grain:
This still manages to flatten primers, so I do not recommend trying to reach this velocity using any powder combination imaginable in a 17 HH..

17gr GSC SP solid
Here is a similar load using a 19grain GSC solid in the 17Rem FB. 19gr bullet and 19 gr H4198. Again this tends to be hot, don't start at 19 GRAINS OF POWDER.
