Johno, I had the same need and resolved it two ways: (1) Took an RCBS .223 Remington sizing die and had it shortened and bored out so only the neck area did anything and (2) got a Lee .221 FB sizing die body and guts, also had it bored out so only the neck works. Both do the job fine. The "machining" process could easily be a DIY process with emery paper wrapped around a dowel. The Lee die sets are cheap enough, so if they won't sell you a die body only, you could get a set and pitch the seater. Lee used to be pretty good about selling die parts, lately not so hot.
The RCBS priming tool you're wanting -- is that the one that uses priming strips (I think they call them APS strips)? If so, I'm pretty sure my shooting partner has one that he doesn't use. I will check on that on reply.
