The short answer is wall thickness uniformity. I have records of J4 jacket wall thickness measurements of many lots dating back to the mid 1970's and they have always been .0003 or less, some far less. There are other sources of jackets but they are either not acceptable wall runout or the source makes all they can produce of the more mainstream 6mm and .22 jackets. The very same reason Berger stopped production.
