Not the same. I can't seem to find any 17 hornet ammo....I know I have a box of 15.5gr NTX somewhere. In the past, I pulled a 15.5gr NTX Factory loaded .17 hornet and it weighed 15.5gr and is a boattail.
Anyway, I just dissected a winchester .17 WSM 15.0gr round..........here are some pics.

Ramshot Enforcer (pistol powder I use for my 22 MINK) on the left.........
Similar, but not the same.........at first glance I thought, I bet they use Ramshot Enforcer(but why would winchester do that?, Im' sure they use a pistol powder of their own).
