Default DDTC may have ended Gun Smithing as we know it

I hate to be a bearer of bad news but last night I was made aware of a letter of Guidance that the DDTC arm of the State Department sent out on 29/July/2016.

We have closed our business but it will affect anyone that is gunsmithing or ordering gunsmith work involving re-barreling, chambering and a host of other activities that are in common practice and non-controversial under the ATF ruling on manufacturing.

I have attached a link written by a firearms attorney that explains this better than I can or would attempt to do.

In short it says that anyone that commercially threads a barrel at either end, chambers a barrel or rechambers it must register with ITAR as a manufacturer (as defined by ITAR and not the ATF) and that subjects you to a whole new set of rules, inspections and fees, The ITAR makes the ATF feel like your very best friend.

Which then begs the question, what does DDTC require the registration under ITAR for?

DDTC states that if you are engaged in any of the following you are required to register for under ITAR.


a) Use of any special tooling or equipment upgrading in order to improve the capability of assembled or repaired firearms;

b) Modifications to a firearm that change round capacity;

c) The production of firearm parts (including, but not limited to, barrels, stocks, cylinders, breech mechanisms, triggers, silencers, or suppressors);

d) The systemized production of ammunition, including the automated loading or reloading of ammunition;

e) The machining or cutting of firearms, e.g., threading of muzzles or muzzle brake installation requiring machining, that results in an enhanced capability;

f) Rechambering firearms through machining, cutting, or drilling;

g) Chambering, cutting, or threading barrel blanks; and

h) Blueprinting firearms by machining the barrel.

Gary, the NRA may challenge this ruling in court, but Obummer knows he has the aces to play with currently. If the case made it to the SCOTUS it would be dead meat. If Hillary gets elected, this is just the beginning of this type crap. They have made it very clear what their objectives are & are stacking the deck every way they can. I keep wondering when enough will be enough.

SmokinJoe, you are right but they have already told us what they want and is at least an Australia disarming of the American gun owners. I am afraid that what we used to talk about and thought would never happen is happening right now. It is all over the net posted by many others than myself.

WOW! If that takes effect it will be far worse than what our Registered Firearms Dealers/ Gunsmiths have to contend with.

It seems to be direct toward those that are in the business of gunsmithing, I.E. FFL holders 01 and 07 and maybe 06s too. I am surly hoping that it does not extend to working on our own firearms. There is a lot that is not well understood about this directive as of yet.

This is garbage legislations. Oh wait it's not legislation but back door politics. I will vote for my cat to be president before I ever vote the likes of Hitlery and have this crap stick.

Your cat would do a better job regardless. Nothing new would be passed. They never repeal any laws anyhow so it would all remain as it is. Not the best thing, but likely much better than what the Dem. party has in mind.
