Is he using a 7.4 grain pellet? I just looked at the Hodgdon data for the 17's and was a little/lot shocked by the velocity attained with the .17FB and .17 Rem with the 15.5 ntx.4917 fps with Benchmark in the .17 Rem!! No idea what the accuracy is but holy cow! 4025 with the .17H and the 15.5 grain! I am really tempted to load up some 17 grain Vmax and see what they do.

There is an article in the now defunct 'Guns and Game' magazine here in Australia where a well known Australian shooting personality used a .17 Rem improved to crack the 5000fps barrier with one shot, with the rest greater than 4,800fps. From memory he used one of these radar style chronograph so. He used to do some pro-shooting on the side and is not one to be 'all wet'. I'll see if I can find the article.

The is also a fella here in Aus who posted photos of blue beta chrony readings up around 4,900fps from a 17ppc

Gun Digest in 1958 had an article where the 50 BMC cartridge was necked down, in many steps, to 17 cal. It claimed a velocity of 6125 fps with a 25 grain bullet. I remember it was an experimental government project. Don't imagine it was a walk about rifle!!

Here is my load data using a 17grain:

This still manages to flatten primers, so I do not recommend trying to reach this velocity using any powder combination imaginable in a 17 HH..

17fb 26" REM 700 SPS H4198
CASE FULL TO BOTTOM OF NECK 19.5+ GRAINS OF POWDER IN A FORMED CASE
CCI BR4
17gr GSC SP solid

Here is a similar load using a 19grain GSC solid in the 17Rem FB. 19gr bullet and 19 gr H4198. Again this tends to be hot, don't start at 19 GRAINS OF POWDER.
