Default 20 VT seating die to 221

I have a Wilson 20 VT seating die. Can I use it for 221 FB and 17 FB by changing the stem?

I would say not to the .221FB, but yes for the .17FB. You could always try it for the .221, but the neck area should not let a .224" bullet nor the neck of the .221 case into it.
I am surprised you have not tested whether you can, or not, yourself?

You were correct. I expanded a VT case to .246 and it will not seat in the die. If the stems are smaller on the 17 FB, then that would not work.
