Alright, ordered the brass. It looks like the dies I use to form VarTarg will work for the Hornet. The .17 cutter for the Wilson trimmer came today. I think I'm ready.

The next test was running them through the bullet seating die first. This eliminated a lot of the crushed cases but the second ste of forming them down to .17 ended up with a number of necks split (2/8). For some reason, the seating die did leave a rim at the case mouth.
You have the seating die turned down too far, you are engaging the crimp function which is rolling over the end of the neck making it hard to get the decapping die into the neck in the FL die. Back your seating die off a turn or so and it will work fine.

As mentioned above, you are running them into the seat/crimp portion of the die. If the die is touching your shell holder, back it off at least a half turn and you should be just fine. Bill K

Not sure if this will help for the 17 Hornet, but I have used AA2200 for the 22 Hornet. I used 12.0gr AA2200 (almost a full case) with a 45 Sierra SPT in W-W brass. Chrony said 2120fps and it was right at 0.5in at 100yds for 5 shots. The shots had a much duller, deeper report than normal sound. Works pretty well for reduced noise. And the POI was about 1-1.5 " below the POA.

I have never fireformed these before and I kind of figure it would be a good powder to fill the case with to make sure it's fully formed.

So would it be better to use a starting load? I am guessing that with the thinner Hornet brass a lower charge will form fine? I have 500pc RWS coming and about 1 1/2 lbs of 17 grain bullets. If I was 100 percent sure I will get out to hunts squeeks next spring, I would just work up a load and use them, no matter what the velocity.
