I wouldnt give up on the AA2200 yet, if you haven't reach any pressure yet which your velocity tells me you probably haven't I would keep working up from the 18.7.

Now that you mention you are using 2200, stick with it, but try the 39 SBK and see if that does not really improve your grouping. 2200 works really well in most every 20 VT, especially.
A lot of the 20 cal with a 1/12 twist, just do not shoot the 40 grn bullet well.

If this is by chance a CF wrapped Proof and you get to a point where you've tried about everything you can and nothing seems to help it could be a barrel issue.

Proof CF wrapped barrels tend to have a love hate relationship with shooters and gunsmiths. Some have no problems and seem to shoot fine while others start doing weird things right from the get go. I know smiths that won't guarantee accuracy if you use a Proof CFW barrel. I have two Proof CFW barrels on builds, 6 and 6.5 Creedmoor, that shoot really well, in fact, my 6CM shoots exceptionally well but my gunsmith has also had some bad experiences with Proof CFW barrels also.

Not trying to scare you just something to think about and keep in mind.

Sem: I have not worked at all with the carbon wrap barrels, but have read that they work great on a hunting rifle, where only 1-3 shots are fired at game.
But if used for bench shooting or multiple shoots, like in a rat field, they do tend to start opening up on grouping.
Any truth to that ?

Bill, I wouldn't think they'd start doing weird stuff, in something like a 20VT, right away because the small cartridges like that don't build a lot of heat right away but stranger things have happened and if there is/was a barrel issue then all bets are off and they can sometimes take on a mind of their own.

The barrel is a stainless 4 contour 10 twist proof.

Personally I think your changing gears here to quick untill you fully test AA2200.

Good advice. I will try a couple tenth increments on powder and a couple different bullets and see what happens.

Stick with one bullet untill you see signs of pressure, change one thing at a time.
Different bullets have different bearing surface length and at times pressure ring size and all can create different pressure levels.
A prime example is i have to drop back .8 of a grain with the exact same powder with a custom 55 20 cal bullet compared to a Berger 55 in my 20BRAI to achieve the same exact velocity.
