I think Borden makes the titanium actions any longer.
NULA makes a light weight rifle with the action sized to fit the case.

A friend of mine built a rifle with a pierce Ti receiver. It's mostly a r700 clone except the barrel is 18tpi. The bolt is regular chrome moly, but fluted. It's a short action, magnum bolt with several barrels: 7mm WSM, 7mm WSSM, 223 WSSM and 510WSM. He's got at least a couple thousand rounds through it without any problems and a 308 bolt would put less load/wear on the receiver. He used it for a while shooting tactical matches, so plenty of sand and dust has been through it.

So a Ti receiver would work for what you're doing, but as squirrel says the Howa Mini would be my choice for this. They come with AK bolt faces so something like a 20 PPC or 20 grendel would work with a barrel swap.

I built a light(ish) elk rifle on a Pierce Ti LA mag BF action in 300 Win Mag. It IS 'sticky' when loading a round from the mag (internal box). Apparently having the bolt 'melonited' solves ALL issues and they are slick as snot afterwards. I coated my bolt with ceracoat's micro-slick, and it didn't substantially improve things. I will most likely clean the bolt up, polish a bit, then send it out for treatment and all will be good.
