If a guy buys factory ammo, unloads it at the targets of choice...he could neck size them with a 17 FB, Mach IV, or some other bushing die, in the same length, plus or minus a few thousandths.

I think the only way the shortage of dies would keep ME from buying one, is if you couldn't get any brass for it, at any rate.

I ordered the die reamer and blanks from PTG in December, they had a special on them. I also have blank .17 Wilson dies ready also. The Fireball should work for a decap, but I think the Hornet has a smaller flash hole, and the pin would need rework.
