Can't keep from commenting
I have rifles that won't "shoot" light loads, but the groups shrink to half and quarter MOA as max is approached.
I have rifles that refuse to shoot factory ammo into less than a MOA, but sub half MOA is common with easily put together handloads. However, I have two that I've never bothered to try handloading for that shoot factory stuff into groups that you'd think I was lying about. I have rifles that aboslutely will not shoot VMax bullets, but are capable of sub half MOA with Bergers and Starkes. I had a 17 Rem that would put a 20 gr VMax into such itty-bitties that if I'd had any sense, that would have been the only bullet I'd have loaded. I've had rifles that defied my best efforts to get to shoot anything into an acceptable group, and I've had rifles that would shoot anything into itty-bitties (perhaps should have tried bird-shot capsules ) Anyone who makes a "generalized" remark does so at extreme risk, including this one! Garbage- lower than maximum starting loads are just that - to begin with, to establish a base for experimentation. Experimentation has only started with one set of variables, that of increasing the powder charge. Different primer selection with each load varible, then seating depth with each. The list goes on to include different powders yadda, yadda, yadda.
I've never experienced the starting load showing the best accuracy - never. I've shot a bunch of handloads in almost everything there is from .224" on up. Never had a Weatherby ctg., a .270, nor a .338 Federal, but everything else pretty much, I've had and loaded for. I have Lee's manual - interesting conglomeration of data but I've not found any of it useful. No rifle data, barrel lengths, etc - just mixed up powders and CIP, PSI and CUP sometimes all with the same ctg., which is somewhat useful - kinda, sorta - don't like the book. Missed that statement about starting loads - gues my eyes had glazed over by that time.

I don't have the book. If that's what was actually said, it's a pretty dumb thing to be saying. Don't be looking to him as any kind of expert.
