I can't say I really have ever built one from the ground up but I've put a few together that have turned out very nice and are great shooters. They were put together with Sundevil Billet Lowers, Gisselle triggers and Magpul PRS stocks. The Sundevil lowers have a poly set screw built in to tighten up the gap between the upper and lower. Works very well. The uppers have been White Oak .204 and .223 varmint uppers. Totals have run around $1700-$1800. All have been very accurate.

The matched lower and upper means it will be extremely tight fitting when assembled, very close tolerances. You'd have to buy the upper and the lower from the same manufacturer if you want them "matched." Same principle as a matched 1911 slide and frame, the male and female portions of each are cut for one another and fit perfectly and tight.
