You mention custom, then factory comes up from folks.
Factory, I would take a hard look at the Howa Mini. Some cuss the magazine, I have three now and zero complaints.

Custom, repeater, look at the American Rifle Company Nucleus action. Runs with AIC mags so feeding is just a mag change. Not sure on the 221 cases.

BUILDING A RIFLE IS A FUN TASK AND MANY CHOICES ARE THERE FOR YOU.
MY MOST POPULAR CHOICE IS THE 20 PRACTICAL BECAUSE OF ENDLESS SUPPLY OF BRASS AND BULLETS FOR THAT CALIBER.20 PRACTICAL CHAMBERS
AND EJECTS LIKE THE 223 BECAUSE THATS WHAT IT IS ONLY NECKED DOWN.
I HAVE BUILT SEVERAL AND ALL SHOOT ONE HOLE WITH 1-11 OR FASTER TWIST.IF YOU HAVE THE ACTION ALREADY JUST REBARREL.MY PRACTICAL SHOOT OUT BEYOND 600 yds.CRITERIAN has been my choice.i make my own brass it very easy.

Thanks gentleman,

I actually have a custom 20 tactical repeater at the smiths being put together and hopefully be finished in a few weeks! Mcmillan stock, Hawkins bottom metal, tt diamond, krieger and benchmark barrels (1:11 twist and 1:10’twist), ks sar 3 lug action.

I just always like the idea of a 20 vartarg and a 17 something but wasn’t sure If the vartarg would be a pain in the ass. If that’s the case I’d love to try a 17

IMHO, too bad you couldn't consider a Remington XP 100 action. Single shot, round dropped into action opening, bolt closes like it's on butter, ejects like a dream and no problems with a mag.

Haha well maybe one day I’ll add something like a Cooper to the list. But I just don’t like the idea of single shot. I have no prairie dogs or ground hogs around me so this rifle will be used for rabbits, coons, coyotes, target, crows and stuff where follow ups can be helpful

I have two of these, one a 20 VT, the other a 22PPC. They’re dedicated PD files. I believe that both required the addition of a Sako extractor for proper ejection.

Factory XP 100 in .221 Fireball will work for a 20 VT. Same case head size/length and extracts/ejects like a dream. Modified (shortened) the ejector rod so it didn't throw the brass as far.
Did the XR 100 ever come in .221 Fireball?? That would work.
