Default 17 cal bullet question for the old guys

I recently picked up a couple boxes of 17 bullets(open Hornady 25 gr hp boxes, the old style cardboard). Supposed to be more than 200 total and is well over. Why I bought them(cheap) was the meplat did not look like a Hornady, these are slightly smaller hp and has a crimp look inside. Ok the big identifier, I think, the bullets all weigh 25.5. I believe these are someone's "custom" bullets. Who made a .172 25.5 gr flat base hp ?

Berger made a 25gr Match HP FB that was very small HP. They were loved by coyote shooters. They also made a 25gr MEF (maximum expansion factor) with a much larger HP.

I have both 25 gr Bergers on hand, Bergers weigh correctly. Also have WCD, and other boutique bullets. Figure these must be pre 85, the 25.5 grs and flat base are puzzling. Would they be a Sisk?

I don't know for a fact who made the Remington 25 gr HP's they put in their factory 17 Remington ammunition but they look very similar to the Hornady 25 gr HP.

Maybe somebody on here knows who made Remington's 17 caliber HP's?

Looked through my supplies again, found some starke 25's and Remington 25's. Don't look or weigh the same as the mystery 25.5's. May have to load some up and see how they shoot, see how coyote or coon respond.
