Talked to Greg Tannel today, he too busy to take on any new work....he did 3 17 Ackley Hornets for me 11 years ago and they are wonderful. So will have to find someone else....9" twist bbl, 25gr at 3900f/s. Tried lots of handloads that shoot well in my other 17 Rems....700's and CZ 527's. Tried various factory loads, still bad....

The bbl is over 26 inches long, and really thick at the rear, so plenty of room to cut off 2 inches at the back and rechamber. Now am wondering if the bbl is junk ? Not over-rotating bullets, all make it to the target and cut a clean hole, just bad groups...maybe just get a new Pac-nor or send it to Pac-Nor and let them do it?

Any suggestions??

I have a 17-222 Remington Mag reamer and die set that would take .090" out of your current free-bore situation. Let me go look for the reamer and see how long of throat it cuts.
1/9 twist was the Remington factory twist, so I don't think that would be the issue.

Why not call Pacnor and talk with them about it, see what they say, then decide what the next move is, maybe new barrel or have them re-work it for you. Might just save some time and wear.

If considerble time is involved from when you bought the barrel, and if I was in your shoes, I'd start over from the git-go with a clean slate. PacNor would be my first choice far sooner that Shilen.......

Have used Pac Nor, Shilen and Lilja 17 caliber barrels in nine twist. All shot or shoot good. My reamer is a zero freebore. Use Nagels and when I can snag them, Todd Kindler's. I agree with others, start with a clean slate, new barrel. My present one is a Pac Nor three groove featherweight.

Going to do a chamber cast with cerrosafe before taking any further action...now where did I hide the cerrosafe 20 years ago????

Yes, not totally cleaning up the old chamber does happen, and it can be a PITA if not re-chambered properly........ Nothing is worse than having part of the old chamber left..........

I've used a very good gunsmith/barrel smith for a lot of years. He's cleaned up a few throat areas on several factory barrels just to help with accuracy versus the factory standard throats, and he often goes three thread if the barrel shank allows. Two turns minimum or he won't mess with it.....

Granted he's cleaning up the throat area also, but he says depending on the cartridge shape, it might take several threads to totally clean up the chamber area. He's no slouch at what he does. He's a former BR shooter himself who now probably spends 80% of his work time keeping other BR shooters on track with his rifle building and re-work skills.
