I think that may have been part of the most recent ATF "interpretations". Part of the new laws requiring any work on a firearm must be done by an FFL, even that minor.

If that is so, then all the work that we individuals do i.e. barrels switching, trigger adjustment/replacement is a thing of the past. We will have to go to a gunsmith or shop with a FFL or not touch anything. Just can not believe even this present bunch of ATF/FED and anti-gun politicians have gone that far. Bill K

My plan was to just take the barrel for that reason.
